By November 1942, the Minister of Supply Sir Andrew Duncan was expecting Crusader production to fall short of the 2,465 target for that year by 125 tanks. This shortfall was due to a number of separate factors including the importance of improved workmanship and inspection. The other factors accounting for this reduced output were the lack of armour plate, the shortage of supplies from the United States and that spare parts were taken from the production line to supply the tanks in North Africa.49
